Lorraine Lachapelle, Senior Vice President Client Services

Lorraine Lachapelle is responsible for guiding the vision and management of client facing initiatives and objectives for Navigator Lending Solutions.

In 1990, Lorraine started her career as a dedicated mortgage professional in a credit union.  She continued her expansion of leadership activities through Management Action Programs, a business leadership and management performance program.  Lorraine then started Mortgage Consulting for Financial Institutions and developed several mortgage fulfillment centers as an Independent Mortgage Banker and within Financial Institutions.

During her credit union tenure, she developed the “People Helping People” philosophy which created her service level expectations as a core foundation for running an organization.  She has a passion for providing superior service levels to members/borrowers and believes that a home loan is the biggest investment a person can make in one’s lifetime. She understands that service is not a “slogan”, but it is a Value Discipline, and all employees must share that passion.

Lorraine has been active in CUES, ACUMA, MBA, and League Trade Associations.

Chip Halsey, Vice President Financial Institutions Services Division

Chip Halsey is accountable for the B2B business development and sales of secondary market products, mortgage technology and onshore staffing solutions that are private-labeled in the client’s name.

Chip’s professional career includes SVP Chief Lending Officer at a national credit union, several regional banks as well as managing the Community Lending Sales Team at Freddie Mac.

Chip’s knowledge of the capital markets coupled with primary market experience provides clients with exceptional insight into origination, servicing, securitization, FHLBs and balance sheet risk management.

Chips’ passion is helping executives and their lending managers achieve their financial goals while serving their communities.

Matthew Kilbourne, Vice President of Loan Production

Matthew Kilbourne is responsible for collaborating with our Financial Institution customers to establish and manage loan production plans that meet their balance sheet, fee income, risk and customer service goals.  Matt supervises marketing and loan originator resources to maximize loan production opportunities.

Matthew is an Engaging Strategic Business Leader, with deep roots in loan origination and mortgage industry experience.  He possesses a winning blend of people development, operations management, business acumen, creative strategies and record setting sales results.  Most recently Matthew worked for Guaranteed Rate; a top national direct lender, as their VP of Online/DTC sales regions, and reported directly to the CEO. He worked and led in all aspects of the Online/DTC regions from POS to funding, as well as building additional specialty sales teams. Including the companies first customer retention/loyalty, product specific and government specific FHA/VA sales teams.

Prior to Guaranteed Rate, he worked for Quicken Loans (Rocket Mortgage); the largest mortgage lending company in the US. He served as Regional Vice President from 2012 to 2015 where he collaborated and consulted directly with the CEO & the Executive Team in many areas including Sales, Marketing, Client Relations, Lead Conversion Strategy, Recruiting, Business Development, Legal, Leadership Development, Sales Trainings, Licensing/Compliance, Servicing, Technology, Loan Product, Customer Retention. He led sales regions that funded over 11 billion in refinance volume between 2012-2015. In addition, he co-created the original FHA Streamline project in 2011 that catapulted the company to a top FHA originator in the country by 2013.
